The best counter to Doduo is Zekrom (Shadow) with Charge Beam and Fusion Bolt, followed by Thundurus (Incarnate Forme) (Shadow), White Kyurem and Regieleki. The best Mega or Primal to bring is Mega Raichu Y with Thunder Shock and Zap Cannon+.

Doduo weaknesses

Doduo is a Normal/Flying Pokémon, so as a raid boss it is weak to Rock, Electric and Ice moves. Avoid Ground, Ghost, Bug and Grass moves, which it resists.
