The best counter to Wingull is Zekrom (Shadow) with Charge Beam and Fusion Bolt, followed by Thundurus (Incarnate Forme) (Shadow), Regieleki and Thundurus (Therian Forme). The best Mega or Primal to bring is Mega Raichu Y with Thunder Shock and Zap Cannon+.
