The best counter to Toucannon is Zekrom (Shadow) with Charge Beam and Fusion Bolt, followed by White Kyurem, Thundurus (Incarnate Forme) (Shadow) and Regieleki. The best Mega or Primal to bring is Mega Raichu Y with Thunder Shock and Zap Cannon+.
