The best counter to Cobalion is Keldeo (Resolute Form) with Low Kick and Secret Sword, followed by Reshiram (Shadow), Blaziken (Shadow) and Blacephalon. The best Mega or Primal to bring is Mega Mewtwo X with Counter and Dynamic Punch+.
