The best counter to Shadow Zubat is Mewtwo (Shadow) with Confusion and Psystrike, followed by Deoxys (Attack Forme), Deoxys (Normal Forme) and Zekrom (Shadow). The best Mega or Primal to bring is Mega Mewtwo Y with Psycho Cut and Future Sight+.

Shadow Zubat is a Poison/Flying Pokémon, so as a raid boss it is weak to Rock, Electric, Psychic and Ice moves. Avoid Fighting, Bug, Grass, Poison, Ground and Fairy moves, which it resists.
