What counters Celebi?
The best counter to Celebi is Vikavolt (Shadow) with Bug Bite and X-Scissor, followed by Scizor (Shadow), Pinsir (Shadow) and Volcarona. The best Mega or Primal to bring is Mega Beedrill with Bug Bite and Fell Stinger+.
Celebi weaknesses
Celebi is a Psychic/Grass Pokémon, so as a raid boss it is weak to Flying, Poison, Ghost, Fire, Ice and Dark moves, and doubly weak to Bug moves. Avoid Fighting, Ground, Water, Grass, Electric and Psychic moves, which it resists.
