The best counter to Togetic is Crowned Sword Zacian with Metal Claw and Behemoth Blade, followed by Dusk Mane Necrozma, Crowned Shield Zamazenta and White Kyurem. The best Mega or Primal to bring is Mega Raichu Y with Thunder Shock and Zap Cannon+.
