The best counter to Dragonite is White Kyurem with Ice Fang and Ice Burn, followed by Black Kyurem, Mamoswine (Shadow) and Eternatus. The best Mega or Primal to bring is Mega Mewtwo Y with Psycho Cut and Ice Beam.

Dragonite weaknesses

Dragonite is a Dragon/Flying Pokémon, so as a raid boss it is weak to Rock, Dragon and Fairy moves, and doubly weak to Ice moves. Avoid Ground, Grass, Fighting, Bug, Fire and Water moves, which it resists.
